Malware can block access to security updates and also block access to many websites.

Download Malwarebytes Anti-Malware:

Download, install, update and perform Quick Scan, remove all infections.

If it won't download use Norman Malware Cleaner:

Download and install, reboot into Safe Mode to perform scan.

In some cases it is necessary to rename the EXE files of security applications to get them to install:

Use Process Explorer to delete unwanted running processes:
