Why is the U.S. the land of "family values?"?

French children are better trained and are happier: http://online.wsj.com/article/SB10001424...e=timeline So, all rhetoric aside, with all of this in mind, why do many people consider the U.S. the land of "family values," when so much of our law and custom seems intent on diminishing the happiness of women and children?
