In Pet Society, do you have to add someone as a facebook friend in order to add them as a friend in the game?

Yes, your friends in Pet Society are your friends on Facebook. Once you add a new friend on Facebook, he or she (provided he or she plays Pet Society also) will be automatically added into your Pet Society friends. So there's no way to have someone as a friend on Pet Society but not on Facebook.
