Ex's can be friends. I think it's stupid societal rule to say that we can't. However, I don't understand why you sent him a request if he did not want to be friends. You're sort of not respecting his wishes and what he wants and you can't force, pressure, or nag somebody to be your friend if they don't naturally want to.

Maybe he did not accept or reject the request either becuase

1)He has not been on Facebook yet
2) Probably overlooked it or somehow missed it
3) Knows you sent it, but he feels if he rejects it, he'll look ever more like a jerk and does not want to hurt you
4) Maybe he is teasing you

Whatever the case may be, don't ever settle for less when somebody treats you like this. If he wants to 'move on', the best thing you could ever do for him is to respect his wishes and give him the space he wants. I would cancel the request and move on. If it turns out he playing games and trying to get you to chase him, show him that his games don't work. Mind games or any other games never work and should never be resorted to that anyway. Make him sorry he ever did this by moving on and being happy.
