First of all you should have a facebook account. You may sign up for one for free if you don't have yet at: http://www.facebook.com

Once you are done, create a group at:
http://www.facebook.com/groups/create.php

Howsoever, if you wish to create a page for celebrity, band or business go here directly: http://www.facebook.com/pages/create.php
