You don't need Photoshop to do that. (Although Photoshop is able to do thing like that too.)

Any program that edits graphic images is capable of doing that. All you have to do is search for one (Google), download it, and then start using it.

I use Paint Shop Pro. There are probably hundreds of others. Some are freeware, some are shareware, and some are commercial.
