Help with U.S Army online dating? Don't know if scammed?

Okay, my mom has been talking to this guy that claims to be in the U.S Army & rich. she has been talking to him about over maybe two months? And he has sent her pictures of him and his daughter and a picture of his leave permit for retiring to 'prove' that he's real, He's has told her that they can have a video chat for a 200$ fee. She didn't do it. but after him telling her about retiring and getting 250,000$ when leaving, Also saying he has no way to his bank account to leave and has a 650$ fine to leave to make sure he's not being dishonest, And there is like a email address of like @writeme.com i think she said? I have done a little research, because I know absolutely nothing about Army's or anything, do you think it's a scam? Because I'm starting to think it is.
