It has all the makings of a scam.
You can have a video chat for practically free using Skype.
On an Army salary most likely the $250,000 is a bunch of baloney.
If he is "rich" he would find other ways to get $ than from your mother.
Tell her DO NOT him send money whatever you do. He will only want
more and you will never see him.
