When you say "He's has told her that they can have a video chat for a 200$ fee" do you mean your mom should give him $200 in order to video chat with him? If that's the case then you don't need anything else to know that it's a scam. Furthermore, the Army won't make you rich. Also, just because a guy joined the army, doesn't mean he can't be a con man, so that's something to think about.
