It's a scam
1 - ALL emails from the Army are from @mail.mil or @us.army.mil -- NEVER @writeme.com. If he's not using a .mil email address, he's NOT in the Army
2 - There are NO leave permits for retirement. Retirement is completely different than leave. For leave he would have a DA Form 31. For retirement, he would have a DA Form 2339
3 - there are NO fees for video chats in the Army. Every base is equipped with computers with webcams for Skype chats for FREE. So the fact he asked for money proves he is a scammer. If he refuses a Skype chat he's NOT the person in the photos - he's a Nigerian scammer using stolen photos of a soldier
4 - NO soldier gets $250,000 when they retire - even a 4-star General would not get $250k at retirement
5 - Every soldier has access to their bank account no matter where they are stationed through the base finance office AND there is NO file to leave. So both of those are completr lies

If your mother refuses to listen, you need to contact the FBI to report that your mother is the target of a fake soldier scam http://fakewarriors.org/
