Debate topic: Social Media help?

I need to find 2 inherency laws (basically existing laws that don't necessarily do what they're supposed to do).

Here's my resolution(argument): My partners and I stand firmly resolved that The U.S. Department of Homeland Security should further monitor and regulate social networking sites.

what i need are laws that help to regulate sites. ones that i can use to basically say; hey- they have this law, but the government doesn't even abide by it, they don't do what the law proposes they do!
