I don't know if this sounds weird but Asians, rather, use this emotion quite often" ^^ " It's like a pair of smiling eyes! Like when you smile -> ^___^. It's a cute type of emotion! I only see asians use this often lol. Don't see americans/brits/or some other non-asians using it though. But if this wasn't the answer you're looking for then it's like what Robert said. It's to agree with the person's statement that is above him. Like....
