Help help help twitter!!?

So this is the 3rd time my twitter has gotten suspended literally for following 20 people and that was "aggressively" following. I have over 4,000 followers and was following my followers back. My question is, this time that I've requested un suspension will they say no? Like is it 3 strikes you're out or what? I've sent a ticket and I got an email where I had to reply saying it wouldn't happen again and so on, but I haven't gotten that email back saying "your account will be in suspended in 24 hours" so can someone please tell me if I should be making a new twitter or if I can still have this one even after being suspended a 3rd time
