What breed is this dog?

We found her in a cage in the heat next to a building. This picture is after we bathed, fed, and loved on her all night. Any idea what she could be? I'm guessing she is about 1 years old. Her fur is soft, not coarse and is not curly like a poodle mix would be..she is small, and I'm almost certain she is fully grown. This picture makes her almsot look like a labordoodle, but she's not! She's about 5lbs.. THANK YOU!!

We weighed her. She is 6lbs. All the hair makes her look larger than she is. She has tons of hair. Her teeth are strong and unlike puppy teeth, giving me the idea that she is not a puppy. Her her hair is soft, and not coarse. She is of tan/yellow color, not that of a bicheon frise.
