You should refer to Syria's police force. Syria's police force has killed protesters everyday during their revolt using tanks and machine guns. By far, their "police force" is a driving opposing force for the protesters there.

America incarcerates criminals because they've committed crimes against humans. It's a stroke of luck that they committed a crime in this country and not in Mexico or Syria.
