you have to do a lot to get a celebrity. it depends of them. most do follow fans and some don't.

Tip one: spam. just tweet the same thing and label it with a number so you know you're on track.

Tip two: send a funny tweet or something and will make them laugh. i got cody simpson to follow me by using this Smile

Tip three: if they say 'rt for a follow' just rt the tweet then undo again then rt. your username will be on the top if the rt list.
