Use a free blogging first like blogspot.com, wordpress.com, or even tumblr.com. Get use to it. You don't need coding skill to do that. Buy a domain after you get use to it and planning to seriously maintain it.

If you want to try coding, try to find free webhosting or if you are on windows, install WAMP server in your PC, and then install wordpress(you get this from wordpress.org. not wordpress.com I mentioned earlier) or any blogging platform. You can learn php, mysql, html, css, and javascript from it.
