Well its pretty simple, if you post relevant and interesting content related to your twitter niche you will eventually attract interested people who will follow you.

It would be even better if you already have a nice amount of twitter followers, people tend to be attracted to already popular stuff. This is why I suggest you also start a twitter exchange campaign on websites that offer such things for free.
