Hmm you're in a tough situation no wonder you're confused.

She's clearly interested in you as she offered her number knowing full well you wanted to get to know her and take her to lunch. You didn't say how much time had past between you getting her number and asking her out?

Maybe you moved to quickly.

My suggestion would be to back off now for a bit. Don't contact her by text and see if she gets in touch with you. And really I mean it don't send one message to her. Just wait it out. It may take her a few days but I reckon she'll get in touch.

Once she texts you keep in touch over the course of a few days get a conversation going and then maybe ask her if she'd like to go see a film. That way it's friendly outing where there isn't a lot of conversation needed (remember you don't really know each yet). So a low pressure situation. And discussing the film after is the perfect conversation. You can always ask her if she wants to grab something to eat after if you get on well.

Lunch is a big ask of someone you don't know as she might be worried you'll have nothing to talk about.
