the Labour Party created the Welfare state, which promised to look after everyone 'from cradle to grave' and this was very attractive to a majority of people who had lived through the hardships of war. Before the war, although there had been some free medical care available to the poor, it was limited, and mainly voluntary, and the prospect of the National Health Service was an enticing one. the labour party promised a new era that would be more fair and more equal.
