http://www.blogger.com is very simple to understand and create blogs...
If you are interested in hosting blog with various advanced options then WordPress software will serve you better and for that you require a domain and hosting service..
Instead you may enjoy the services of wordpress on wordpress.com domain with limited space offered to you.
