I agree to some extent with Constant Strategies answer.

You have got to get your own website right first before all the off-site stuff you are talking about in your question (CPC, CPM, etc.)

Have a look at this page which shows over 20 things to do on your own site before you start thinking about doing things on Twitter, etc.

Now if you Google 'How to SEO your website' you'll see this site in the top 10 - and that is without any of the things you have mentioned in your question - no twitter, no adwords, no social bookmarking (as of the date of this answer!).
