Twitter is a website similar to Facebook where you post a message and all the people who are 'following' (added) your twitter can see the message on their Twitter homepage.

eg.

10:03AM: just woke up...
2:39PM: so bored... what's everyone up 2?
4:54PM: going to see a movie tonight!!! UP! Big Grin
9:09PM: I really enjoyed the movie UP! but I was expecting better...

If you got your family and friends to follow your twitter, they would get sent those messages.

EDIT: You can also folllow famous celebrities, last I heard, either Tony Hawk or Ashton Kutcher being the most followed people on Twitter.
