How To Get A Shy Guy To Like Me?

Okay, so there's this new guy in my class. Here's kind of quite around some people, but he's really sweet and nice, like he helped me in my Technology project during class. He sometimes talks to me, but it's mostly related to work. I don't know him really well, since he's new, and by new, I mean he's just been here for like 1 and a half week. All I know about him is that he's not that good in P.E, or sports, for that matter. He's kind of small in height, he's 13, he's from Texas, wears glasses, smiles and laughs a lot, likes drawing, and likes video games. And here's some other info if it's helps anything:
He sits next to me in Tech class (well, actually, he used to sit two seats farther form me, but then he moved), and he sits next to me in social studies (not that the teacher told him to).

I'm not really that good with guys, and by that, I mean flirting.
I'm taller than him (awkward).
I laugh, A LOT!!!!!!
I talk A LOT!!!! (not with him, but with my other girl friends, not guys).
I've never had a boyfriend.
I SUCK at flirting (meaning I've never tried it, and I probably never will)
I blush A LOT while talking to someone I like.
I've already been rejected once, while in 7th grade (by someone else).
We're both in 8th grade, in the same class.
