Nope. The Yahoo Avatars site has been discontinued. You can no longer create a new Yahoo Avatar or change or update your current Yahoo Avatar. You can still upload an image from your personal computer files and there are many other avatar making sites to choose from. i find this one to be most like the old Yahoo Avatars page:
