Did he increase the rent for everyone? If so, no. But you are entitled to a refund if you should choose to move. If he's increasing your rent simply because you've demonstrated that you have excess cash reserves than he's breaking the law but you can't prove this. How much did he raise rents? Most states allow a maximum increase of around 4.5% per year (but that also compounds). If you think he's being dishonest ask him if he reports your you as a renter on his tax returns (and hopefully you paid with a check).

I suspect that its the fact that you paid in cash that makes him think you can afford higher rent. People today are broke. It's a liability to let it be known that you handle cash responsibly.
