Report it to the police, not report the pictures on Instagram. This is most definitely animal cruelty. When you report it, save the Instagram pictures and print them out so you can give them to the police. Give them the username of the Instagram user and any other information you might have.

I am going to go ahead and say thank you from everyone who cares about animals, because you could save an animal's life by doing this. I really hope you report this! Thanks!
