There once was a farmer who owned his land free and clear.
He set up a veggie stand by the roadside, on his property. People would drive by, pull in and ask him how much for the (whatever). He put up no signs, did no advertising.
Soon the government showed up demanding business license, insurance, health certificates, etc.
He said he did not need any of those things. He was just exchanging his property for other property called money.

They prosecuted him. He was able to demonstrate that every aspect of his operation was based on a Right. He was not convicted. He also paid no income tax because every trade was a straight trade; = no "profit or gain" and therefore no "income". I don't know if he got prosecuted for that or not.

One can certainly publish without government interference.
Just don't be a corporation.
