It is possible that he cannot accept payments by credit cards.

However, it is not possible that Western Union is the only way that he can get paid.

Even if he can't get paid by credit card, for whatever reason, he can get paid other ways.

If Western Union is the only type of payment that he will accept, then it is probably a scam.
