Should i get the cheaper tattoo?

So I went to this very good shop in town that I've read good reviews from and asked for a quote on a tattoo the artist said 200 bucks for the one I wanted. So than I asked another artist but this one does his work at home and he said he'd charge me 90 bucks so I'm kinda skeptical. But he does have his license in tattooing so that's good the only thing that is leaving me skeptical is the price. It's more than half cheaper than the shop I went to and I always hear the term "you get what you paid for" I'm just unsure. Have you ever gotten a cheaper tattoo that came out good?
