This is the official site to get timeline and if it won't let you get it, your facebook is too new, I couldn't get my timeline for my new account until like 3-4 months later Tongue

If that site is confusing you could also go to a friends page if they have timeline and at the top it should say something bout getting timeline like "learn more" or something and just click on that
