http://pagerage.com is really the only safe one, if you don't mind dealing with advertisements. Also, only other people with PageRage installed can see your layouts - people without it just see a normal layout.

edit: As confirmation, PageRage is not a scam. It's legitimate software that adds a layer to your Facebook profile without touching anything else. Care for some proof?
