Make an iCloud backup ONLY ICLOUD, reset to factory defaults, and then restore from iCloud. iCloud backups only store a list of apps from the app store you had (not the actual apps. That would take up too much space) and their save data. If you still experience wacky behavior your best bet is to reset completely. I hope this helps!
