Is it possible to find out who has viewed your Facebook profile?

No, it IS NOT possible. Facebook has many profiles to manage every second of each day, so it would be super hard to show who has viewed someone's profile, especially if you aren't on their friends list. Since his profile was open, that is pretty much the "okay" for someone who isn't on their friends list to view it, even if the person doesn't know that their Facebook settings have been to set to open. Also, you said that she has been viewing this page for about 3 weeks, so I'm pretty sure if someone could see who has viewed their Facebook page who isn't on their friends list, they would have changed their privacy settings within those first few days of your sister viewing the page, instead of waiting 3 weeks to do so. I know that if I could see who had viewed my profile, wether on my friends list or not, I would have changed things right away. Sometimes Facebook messes up too, where you can view the profile at first, and then it goes to private, don't know why. It is really just coincidental, that his page went to private, and it is just paranoia kicking in since your sister has been viewing it. I'm not sure if Facebook has a limit on how many strangers can view a page before it goes private, because I know that many people have viewed open Facebook profiles before and then they go private after weeks. But this person was just probably editing their privacy settings just at the time your sister was going to view it, not because they found out that a person who isn't on their friends was viewing it. Also, people on Facebook accidentally click on the wrong Facebook profile ir mistake someone for someone else, so it wouldn't be fair for Facebook to keep track of your name if something was by accident. They could have also changed their networks slightly, some people have their settings set to open for people in the same network, but others can not view it. I have Facebook myself, and I find out from friends that they have recently been on my page, and I had no idea. Facebook does have some trackers where it may show some people who have viewed their page, however, you must be on their friends list and you must have that application as well, not just one person. And the people that the application says have viewed the page is normally wrong, it is just grabs people randomly or puts the names down of the past few people who have commented on the page or whatnot. But the main thing being that your sister has been doing this for 3 weeks or so, so it isn't really coincidental, it just happened that the person wanted to change their privacy settings after 3 weeks of your sister viewing it, it could have happened at any time.
