The police should enforce it. Call them every time. They should ticket every time. Nobody will continue to park there after they figure out they get ticketed every time.

If the landlord needs to do something to help make this enforceable such as posting a warning sign, contact the ADA enforcement agency in your area. They will make the landlord comply with any and all relevant requirements for handicapped access.
