The police can't do a whole lot about it because it is on private property it should be up to the landlord, (That doesn't care), Go over the land lord's head and try to track down the owner, Use pictures (Like another poster suggested). The land lord should have at least made an effort to post flyers on tenants doors advising them of the rules.
