how much time should i wait before applying in google adwords?

Good question.

Are you doing the design yourself or is someone else doing it for you? If someone else is doing it for you. You can set up your adwords account in anticipation of the site. If need be. You can do keyword research and even create different campaigns and ad groups in anticipation of the finished website. Obviously you should have some idea of how the site is going to be like and what sort of products and services it will offer.

However, if you are designing your site yourself, there there is no real rush to quit your designing and focus on Adwords. Adwords approval takes an immaterial amount of time to activate when you first register and then you can start working on it.

I would actually say, finish the site before working on Adwords because sometimes when developing a site you may make content choices which will change what you offer by the end of that time period. E.g. you decide to add something new or leave something out. So, it's best to wait for the site to go live. this is paticularly important because often your campaign and ad group structure will closely mimic your website. So it's good to have a working site up.

Lastly.. Before you send paid traffic to your site. make sure you actually test your new website thoroughly. get friedns and family to test your site, you can even hire usability testers from the site http://www.browsershots.com to preview your site on 150+ different versions of web browsers to ensure they are working fine.
