No It is Not Facebook is Programmed To Block People Who Abuse the Friend Request System

So if You Send a Lot of Friend Requests To a Lot of People And People Mark Them as They Dont Know You Or If a Large Amount Go Unanswered Than Facebook Will Block you From Sending Friend Requests and Messages To People Who Are Not On your Friends List

You Need to Becareful When Sending Friend Requests
