Ok so this answer is under the presumption that its a local problem on your network. If im wrong then you shouldnt do any of the stuff below and just get in contact with you ISP. It may be something as simple as illegal downloading or uploading. They really dont like copyright infringement sucking up their bandwidth. So a yellow "!" means there's a problem between your network and the internet (talk to the ISP). A red "x" means there's a problem between you and your network (continue down this answer).

It sounds like an ip conflict. Im not sure how much you know about settings on a router but you can do 2 different things to fix this. One involves resetting the ip/ dns settings on your router (which can get complicated if you do the wrong thing and you'll be back here asking how to fix your router instead) and the other is resetting the dns and ip on your bros comp.
I suggest #2, but if youre brave give #1 a shot and see what you get.

OPTION 1:
1) Go to http://192.168.1.1/
2) If you havent changed the passwords, the username is "admin"; password is left blank.
3) Select "reset router" or some variation thereof

OPTION 2:
1) Click on the start menu
2) Type "command" and hit enter
3) Type the following in order and press return after each one;
- ipconfig /release
- ipconfig /flushdns
- ipconfig /renew

I also just had a brainstorm that this might be microsoft ipv4/software wifi issue rather than connections/equipment problem. Try plugging the comp into the router via ethernet. Other things to consider is turning off the ethernet modem. Or resetting the wireless modem. Click diagnose next time it cuts out and let it reset the ip number. Otherwise the steps above should work.
Good luck
