Understand that SEO is a time taking process and to build good organic traffic you would have to be patient.

PPC can generate great amount of traffic to your site and market your site very quickly but be careful as it can get very very expensive very quickly. You won't even know it and after starting with PPC it's cost for you can go through the roof.

Both are great, it depends what you are looking to do, generate quick traffic or generate gradual traffic. Since you asked about which one is cheap, I think you are looking into saving money which you can't do with PPC. For better and much quicker results with SEO than when doing it by yourself, you can get a good cheap SEO package from a company that can take care of this for you.
