Look in your browser settings for the choice of opening links in current or new tab. That's where it should be.

I'm not really clear on the downloading issue you're having... It suddenly can't find the file half way through downloading it? Does this only happen on certain web sites or with certain types of files? Does this only happen when you use Internet Explorer or do you have the same issue with other browsers?
