how to report scamers?

If you are using outlook there is a addin for reporting scamers to MS you can get the addin from here

If you are asking about live then you can block the mails from the particular id and report it as scam....

If you want to knock out your victim scam. Then create 20 hot email accounts and after logging into the accounts report that victim id as spam and scammer from each and every id you created..
