Not all the links are treated equally at the eyes of Google,even with the same PR. Google used machine learning algorithm to detetermine the value of a link according to its original content, link on that page and the domain authority.

Yahoo Directory(dir.yahoo.com) with PR 8 and Yahoo Answers (answers.yahoo.com) with PR7 are totally different domains as Google treats subdomain as an unique domain.
