Here're some free services you may have a check:

Wix (Easy Website builder: html5, Flash, mobile, blogs, etc.)
AwardSpace (PHP, MySQL, Email Sending, No Ads, Free subdomain)
Biz (Website & Blog builder, Photo album, Free .biz.ly domain)

If you really want to work hard on building your site, it's highly recommended to use a paid web-hosting service, which has many aspects that free service doesn't have (such as dedicated IP which is a must for running a good site). Also, using a professional web-hosting service also gives you the guarantee of fast loading speed which is also friendly to Google and other search engines.
