don't use free proxies! you would regret that. they are all full of malware and spyware. if you're talking about omegle, it uses a different way for banning. it identifies the CPU and give out a seperate ID for every visitor. even you change your IP you can't access it. some forums do the ban on the hardware, so one can't bypass that unless you change your hardware
