Why isn't my website the first result when searched with the meta data I use?

Because with the latest algorithm updates in Google Search Engine, Meta Data is not relevant as it was in the past. Rather you content, your keyword strategy, and LSI keywords. These three things are main object of Google Crawl bot, which will search relevance of your keyword in your content.
If you use only meta data you won`t rank. It`s the combination of Good content and Keyword Strategy (LSI Keyword and Mid-long tail keywords which will help you rank faster and if done properly dominate.
