Yes and no. It is possible to stream at any speed.
Please use more words if you want a sensible answer.
You have not said what resolution or bitrate you intend to capture at.
You have not said what software or network you are using.

Sites like Twitch.tv have excellent tutorials, and the recommended software Open Broadcaster also has extensive tutorials.
