You can sell images if you want, that is perfectly legal and fine. But if it contains copyrighted materials in it, you will be up a shit creek lol and get sued like crazy.

As for selling on ebay? i doubt you would be able to sell a "profile picture selling service".
I dont think many people are going to pay for them :/
