Unfortunately you are facing the chicken and egg problem, no one wants to be on a forum until a lot of other people already are. Professional site flippers will 'seed' a site with paid participants, you can probably do no harm, while participating under several different accounts, the admin can probably post re-printed material from other sites in the read this section of categories.

Commenting on related blog posts and posting helpful stuff on forums with links to your site is standard procedure.
