Which direction? I assume it is sharing the cell data from Android to Windows 8? Ready to browse sounds like you have completed.

Oh wait there might be something missing, therefore it is better to do it by Portable HotSpot and Wi-Fi. Assuming you don't want to go that route things diverge a bit. Windows wasn't as smooth as Linux back in the days of Windows Mobile 6. So USB tethering you need to get to the official page for the make and model you have.
